To manage, co-ordinate and direct the successful testing of all Fixed Telecommunications Network Projects undertaken by Siemens TS (Communications group).

Tasks
  • Take ownership of all aspects of the telecommunications testing activities to support Fixed Telecommunications Networks projects in accordance with agreed quality, budget and timescales constraints.


  • Liase with all relevant project staff and develop appropriate testing documentation in support of the projects. Documents to include :-


  • Testing Strategies
  • Testing Plans
  • Testing Specifications
  • Commissioning Plans
  • Test & Commissioning Method Statements


  • Develop and maintain a portfolio of standard testing specifications covering all products associated with Fixed Networks projects. Specifications to take due cognisance of all relevant client requirements.


  • Provide support to the PICOT to undertake physical testing where requested.


  • Develop and maintain resource planning charts with the planning group to ensure all necessary testing resource is identifed and booked in a timely manner. Resources to include PICOT and testing assistants (including those outside if Siemens).


  • Develop a programme and manage the successful licencing process for the Test Manager and PICOT roles in accordance with current IRSE licencing requirements.


  • Maintain Siemens internal testing competence assessments and certification until staff obtain IRSE licencing.


  • Develop a database of test equipment ensuring all necessary calibration is maintained. Control the test equipment assets.


  • Ensure that all reasonable care is taken to ensure that all work undertaken by the testing teams is conducted professionally and safely and in accordance with agreed standards.


  • Implement processes and procedures described within the BMS (Business Management System) for testing activities.


  • Prepare testing costs and programme information to support
    projects/bids.


  • Identify innovative testing methodologies for the benefit of the business and progress thorugh to successful implementation.


  • Provide testing support to the Siemens TS Management Team to secure further orders through: -


  • Attendance and participation in bid presentations.
  • Attendance and participation in customer liaison meetings.


  • Maintain excellent knowledge of technical standards associated with the Fixed Network Group business to include: -


  • Railway Group Standards
  • Railtrack Company Standards
  • Railtrack Line Standards
  • BSI Standards
  • CCITT Standards


  • Develop professional competence through: -


  • Maintaining a CPD file
  • Obtaining membership of relevant Institutions
  • Obtaining relevant IRSE licences
  • Education

    Education to degree level.

    Corporate Membership of the IRSE.

    D32/33 Workplace Assessor.
    Knowledge/Languages

    Excellent communication skills, both written and verbal.

    Excellent team member with excellent organisational and time management skills.

    IT literate – Microsoft Office.

    Driving licence.

    Thorough knowledge of all aspects of telecoms engineering / testing relating to fixed networks.

    Thorough understanding and appreciation of system design, development of system design, safety concepts and associated decision making as applied to railway telecommunications.

    Thorough understanding of the CDM Regulations.

    Thorough knowledge of internal control requirements and contractual requirements.

    Knowledgeable in recource management techniques.
    Experience
    5 years experience within the industry.
